2002 – 2005         Golden Hour Data Systems, Inc. – Solana Beach, Ca
                         Vice President, Engineering / Chief Information Officer

    Manage all aspects of the design, development, implementation and
    support for a commercialized Web-Based Enterprise Level Mission
    Critical software application suite.  Define and design third party
    integrated features and applications.  Ensure the success of customer
    implementations from pre-sales to post-sales cycles.  Responsible for all
    aspects of, software engineering, professional services, customer
    support and product management.  As Executive he lead Operational
    Procedures and Standards and provide guidance and direction in market
    requirements and penetration strategies.  Responsible for the company’s
    IT division, its infrastructure, services and budgeting.

           Key Results:
  • Design cutting edge architecture for a new web-based/Internet
    independent product line for 911 emergency medical response based on JAVA,  
    Oracle and BPEL technologies;
  • Designed and implemented new “Agile” development and design
    processes, restructured engineering division to support Agile
    development, and hired new team of JAVA and Oracle engineers;
  • Recovered and stabilized the products from total failure brought forth by
    previous engineering team – application had been down for 4 days when
    I came on-board;
  • Created and launched new web-based advanced OLAP/ Decision
    Support products;
  • Redesigned the products to increase the addressable markets by over
    2000%;
  • Decreased operational and maintenance cost on a per transaction basis
    by more than 35%;
  • Transformed a 100% hostile customer base into a 100% set of reference
    accounts.

2000 – 2001         SeminarSource – San Diego, Ca
                         Vice President, Engineering/CIO/CTO

    Manage all aspects of the design, development, implementation and
    support for a commercialized Web-Services Broker designed to virtually
    aggregate multiple third party providers of stovepipe applications to
    create dynamic best-of-breed integrated product suites.  Defined a new
    business model for the company.  Restructured the entire company to
    meet challenges of new business model.  Responsible for the company’s
    IT division.

           Key Results:
  • Restructured the Engineering division to support the “Agile”
    development of a new suite of JAVA, XML, SOAP, and Oracle based product lines
    which was deployed as a web-based self serve model in less than 12 months;
  • Inverted the company’s profit/loss from spending 4.5 times more for
    COGS then revenue generation into a 65% net margin infrastructure;
  • Designed, developed and implemented the first web-based platform to
    combine a web service broker with a common data element aggregator
    to create a rich and cohesive environment where users can seamlessly
    use multiple stovepipe applications while the applications share common
    data.
  • Created business alliances with stovepipe software vendors and
    integrated them within the new platform in less than 12 months.

1999 – 2000         Solutions Media, Inc. – San Diego, Ca
                         Vice President, Engineering/CIO/CTO

    Manage all aspects of the design, development, implementation and
    support for the first completely web based record label with over 3000
    artists.  Created a dynamic foundation for a high-end multimedia
    experience used in more than 100 large-scale web service providers.  
    Responsible for the company’s IT infrastructure, services, and budgets.

           Key Results:
  • Designed from scratch the Software Engineering division and hired
    35 engineers to develop a JAVA, PHP, XML, and Oracle based “engine” to
    dynamically publish rich multimedia content as a web-services broker.
  • Developed and deployed the first Internet music subscription model.
  • Successfully passed pre-IPO audit conducted by the No.1 underwriter in
    the US and raised the setting of the initial strike price by ten folds;
  • Personally negotiated and secured a $5,000,000.00 contract with the
    CEO of Maytag corp. to leverage this new technology as their core
    Business-to-Business engine;
  • Co-branded the engine to become the “music” portal for over 100 web
    service providers including: Road Runner, Cox and NetTaxi to name a
    few.
  • Expanded products and services by enhancing the “engine” to support
    other industries such as sports and racing.

1998 - 1999          Resource Consultants, Inc. – San Diego, Ca
                         Operations Center Manager/CIO

    Develop a new company division to sell technology solutions to the
    company’s existing government related customer base and expand these
    services to new commercial customers.  Design division and hire
    engineering staff.  Responsible for the Division’s P&L.  Create detailed
    responses to RFPs and RFQs.  Negotiate and acquire contracts.  
    Responsible for Project management of all contracts.  

           Key Results:
  • Successfully secured contracts with 80% of existing customer base
  • Created the highest yielding margins in the company whose average net
    was 6% by yielding 35% to 45% net profits;
  • Expanded to new commercial markets and secured software
    development contracts with Prosoft, Honeywell, Lockheed Martin, and
    more.

1994 – 1998         CMStat Corporation. – San Diego, Ca
                         Vice President Engineering/Corporate CIO to VSE

    Manage all aspects of the design, development, deployment and
    integration of a Commercial-Off-The-Shelf (COTS) product line for
    Configuration Management and Supply Chain Management.  Create
    detailed responses to RFPs and RFQs.  Create Proof-of-Concepts for
    customers.  Design and build interfaces with legacy systems.  Unify
    Customers’ systems, vendors, products and information by the design of
    automated and human interaction process flows and procedures.  
    Project management for all contracts.  Responsible for the company’s IT,
    Engineering, Customer Services and Professional Services including all
    staff and budgets.  Served as CIO for VSE the flagship company.

           Key Results:
  • Increased customer base from 4 to 54 by changing the sales
    model to include proof-of-concepts based on Agile multiple release engineering;
  • Integrated systems and created real time visibility and control of “as-
    designed”, “as-built”, and “as-maintained” configuration for the design,
    development, supply chain management, and servicing of:
  • F-22 aircraft across 6 states for Lockheed-Martin – received
    personal achievement award from L-M;
  • AAAV – Advanced Armed Amphibious Vehicle for General
    Dynamics;
  • B-2 Bomber for Boeing;
  • Entire NATO fleet across 16 European countries;
  • DDG and FFG class ships for Bath Iron Works;
  • Bradley tanks for United Defense;
  • Global Hawk for Northrop Grumman;
  • Designed the Supply Change Management and Configuration Change
    Management environment which tied Nortel’s and GTE Supply Chains
    and supported $8Billion worth of transactions on an annual basis –
    Received personal awards from both GTE and Nortel.
  • Expanded the company’s addressable markets to telecommunications,
    component manufacturing, and product servicing industries.

1992 – 1994         Unisys – Montreal, QC
                         Senior Business Automation Analyst

    Manage all aspects of the design, development, and commercialization of
    Commercial-Off-The-Shelf (COTS) software products line.  Technical
    lead for Configuration Management and Supply Chain Management in
    support of the Canadian Frigates Fleet and the Canadian Fleet of
    Search and Rescue Helicopters.  Create detailed responses to RFPs
    and RFQs.  Responsible for Eastern Canada’s IT and Software
    Engineering divisions including all staff and budgets.

           Key Results:
  • Successfully deployed Configuration Management and Supply
    Chain Management systems and processes in response to government contractual
    requirements;
  • Designed and developed the First Identity Management System with
    Automated Fingerprint Identification (AFIS) which is still used across the
    US DMVs, several US police forces and the United Kingdom’s Social
    Welfare services.


1982 – 1990         Shell Canada Products Limited – Montreal, QC
                         Engineering Administrator, Quebec & Maritimes

    Manage up to 33 engineers in the construction and maintenance of all
    retail gas stations, aviation plants, and storage facilities across Quebec
    and the Maritime provinces.  Responsible for enforcing corporate
    standards and preserving unified image.  Directly responsible of an $80
    Million dollar annual budget.  Recruitment and immersion of new
    Engineers.

           Key Results:
  • Successfully increased geographical scope of responsibility to
    include the Maritime provinces due to demonstrated performance;
  • Received the National Engineering division award 4 years in a row and
    once the International Engineering Award;
  • Never exceeded budgets while always delivering above expectations;
  • Rated employee of the year across the nation twice.
